Installation:
Fairly straightforward. Move plugin to your Oblivion data folder.
Check the box next to OBForcePush.esp before starting Oblivion.

This is a mod I made especially for those of us who don't have SI (those who do might like to check out SIForcePush) A small shrine along the road near Aleswell is home to a mysterious obelisk.
Can be used offensively (does no inherent damage), defensively, or just for fun.
Works not on the dead or incapacitated.
Best of all, pushing people around won't get you in trouble with the Watch.
Makes use of the new PushActorAway scripting function added with the 1.2 patch.
Especially humorous with slaughterfish, lava, Storm Atronachs, the patrolling Blades of Cloud Ruler Temple, wandering horsemen, and especially everyone's favorite Adoring Fan.
Prerequisites
Requires 1.2
Should work fine with just plain ol' Oblivion, provided the 1.2 Oblivion Patch or higher is installed.
Notes
I'd advocate the use of this plugin alone as opposed to simultaneously with SIForcePush (such use might result in you having 2 Force Push spells, but hey, that's what that excellent Spell Delete mod is for...)
Note: This file requires the Patch 1.2 from Bethesda Softworks.
